However it could be argued that if you lose your hearing you instantly join the outermost edge of the various rings of the Deaf Community.  But the point is that the Deaf Community is a "community" of people bound not by their "hearing" (or lack of it) but rather by their culture and language.
4. True, but it is also true that the use of ASL is used in various other places throughout the world.
5. True. Traditionally this has occurred via state residential schools for the Deaf.
