Drivers Licenses:

In the United States deaf people can and do get drivers licenses and drive cars.  Sometimes there are stipulations such as having to have passenger side mirrors.  There was a time when insurance companies wouldn't extend auto insurance to deaf people. The National Association of the Deaf lobbied the insurance companies and was instrumental in securing the provision of insurance for deaf drivers.
